Amends Civil Service Law Section 57 to allow the civil service department or municipal commission to establish continuing eligible lists for positions filled through open-competitive examination when appropriate.

Names of qualified applicants are inserted into continuing eligible lists as they pass examinations held at prescribed intervals, with successive examinations constructed to be equivalent tests of merit and fitness.

Candidates who pass examinations are placed on the continuing eligible list according to their final rating, with eligibility periods set between one and four years.

Candidates may take multiple examinations under conditions prescribed by the civil service department or municipal commission, but cannot be certified simultaneously at more than one rank on the list.
