Requires covered states and political subdivisions to provide voting materials in both English and minority languages, effective before August 6, 2025.

Defines "covered" jurisdictions as those where more than 5% of voting-age citizens are limited-English proficient members of a single language minority, or where more than 10,000 voting-age citizens meet this criteria.

Applies to all registration notices, voting forms, ballots, instructions, and electoral assistance materials, with exceptions for oral or unwritten languages where oral assistance is provided instead.

Allows states or political subdivisions to seek a federal court declaratory judgment to provide English-only materials if they demonstrate the applicable language minority group's illiteracy rate equals or is below the national rate.

Establishes that Census Bureau director determinations of covered jurisdictions are effective upon Federal Register publication and are not subject to court review.
