Creates a temporary state commission on custodial sexual misconduct to study prevalence of sexual misconduct between incarcerated individuals and employees in state correctional facilities and facilities operated by the office of children and family services.

Commission shall consist of nine members: three appointed by the governor (including commissioners of correctional services and office of children and family services, and chairman of state commission of correction), four mental health and criminal justice professionals appointed by legislative leadership, and two members appointed by senate and assembly minority leaders.

Directs commission to recommend additional legislation and regulations to reduce sexual misconduct, devise a notification system for reporting incidents to appropriate authorities, and recommend safeguards to prevent such misconduct.

Commission members receive no compensation but are reimbursed for actual and necessary expenses; commission may employ staff, conduct public and private hearings, and request data and assistance from state agencies.

Commission must submit findings and recommendations to the governor and legislature no later than December 31 in the year following enactment, and automatically repeals on that same date.
