Prohibits owners and managing agents of publicly-assisted housing from refusing to rent or lease to persons based on their involvement in past or ongoing landlord-tenant actions under Article 7 of the Real Property Law, except where tenants have not satisfied a court order.

Extends the same prohibition to all housing accommodations (both publicly-assisted and private) by amending the anti-discrimination provisions of the Executive Law.

Adds landlord-tenant action or summary proceeding involvement to the list of protected characteristics in real estate broker provisions, preventing brokers from using such history to induce property transactions through discriminatory representations.

Creates an exception allowing landlords to refuse tenancy only when tenants have failed to satisfy the terms of a prior court order.

Takes effect immediately upon enactment.
