Amends Public Service Law Article 11 to include broadband internet service providers under the jurisdiction of the Public Service Commission alongside cable television companies.

Defines "broadband internet access service" as mass-market retail service providing capability to transmit and receive data to/from substantially all internet endpoints, excluding dial-up service.

Requires the Public Service Commission to certify annually that broadband internet service providers do not block lawful content, impair lawful traffic, or engage in paid prioritization except for significant public interest benefits.

Mandates state agencies, municipalities, libraries, and public universities to require internet service neutrality compliance in competitive bidding and request for proposal contracts for broadband services, with exceptions only for unavailable providers or significant financial hardship.

Requires the Public Service Commission to develop a statewide monitoring plan and annually publish a report listing certification status of all broadband internet service providers qualified to do business in New York.
