Mandates that voting machines produce individual, voter-verifiable paper ballots that voters can mark by hand or using a nontabulating ballot marking device, with the ability to correct errors before casting.

Prohibits voting machines from including both ballot marking and vote tabulation/transmission functions in the same physical device, and bans encoding votes using barcodes or QR codes that cannot be verified without a code-reading device.

Requires local boards of elections to purchase ballot scanners and nontabulating ballot marking devices, and mandates that every polling place offer voters the option to either hand mark a paper ballot or use a nontabulating ballot marking device.

Removes the restriction limiting local boards to using no more than two types of voting machines at a single election.
