Amends election law to allow the state board of elections to reject or rescind approval of voting machines or systems on grounds that they are not proper, safe, and/or secure, even if they meet technical requirements under section 7-202.

Changes the approval determination from "shall be deemed approved" to "may be approved," giving the state board discretionary authority over voting machine acceptance.

Expands the examination criteria to include assessment of whether machines can be used "safely, properly, and securely" rather than just "safely and properly."

Authorizes the state board to re-examine previously approved machines and determine whether they may continue to be used in elections if concerns arise about their safety, propriety, or security.

Takes effect immediately upon enactment.
