Allows incarcerated individuals in state or local correctional facilities to vote and establishes they remain residents of their pre-incarceration county, city, town, and/or village for voting purposes.

Repeals provisions of election law that previously disqualified felons from voting and removes felony conviction as grounds for voter registration cancellation.

Requires the Department of Corrections and Community Supervision to collaborate with state and county boards of election to establish a program providing incarcerated individuals access to voter registration forms and absentee ballot mechanisms.

Prohibits cancellation of voter registrations while an individual is incarcerated and removes references to felony conviction notices in inter-agency election communications.

Takes effect 90 days after enactment, with agencies authorized to establish necessary rules and regulations immediately upon passage.
