Requires chief administrative officers of local correctional facilities to provide verbal and written notice to persons convicted of felonies prior to release that their voting rights will be restored upon release.

Mandates distribution of voter registration applications, declination forms, and written information about voting importance and mechanics to persons being released.

Allows released persons to either submit completed voter registration applications themselves or authorize the facility to transmit the application to the appropriate state or county board of elections.

Expands notice requirements to all persons age 18 and older being discharged or released from local correctional facilities, in consultation with county boards of elections.

Exempts individuals being transferred to other facilities, state correctional institutions, or hospitals/mental health institutions from receiving the voting rights notice.
