Establishes a minimum compensation standard for home health aides providing services through approved home health agencies when services are determined cost-effective and appropriate to meet recipient needs.

Directs the commissioner of social services, in consultation with the commissioner of the office for people with developmental disabilities, to develop methodologies for determining the minimum compensation standard for home health services.

Requires the commissioner of health, in consultation with the commissioner of the office for people with developmental disabilities, to develop minimum compensation standards for reimbursement of home health agencies and their employees.

Applies to individual or shared aide services provided under Medicaid for both in-patient and out-patient care, partial hospitalization, day care, emergency, and rehabilitative treatments.

Takes effect 180 days after becoming law.
