Mandates warranty claims be paid within 30 days of approval, with compensation for diagnostic work, parts reimbursement, and labor at rates no less than what the dealer charges non-warranty customers.

Establishes that if no agreed time guide exists for a warranty repair, the franchisor's time guide shall be multiplied by 1.5 for compensation purposes.

Prohibits franchisors from making debit reductions or chargebacks on warranty repair orders absent fraud or illegal dealer actions, and bars cost recovery fees, surcharges, payment reductions based on market norms, or restrictions on customer repair frequency based on failure rates.

Requires franchisors to compensate dealers for interest and storage costs when recalls or stop-sale orders prevent vehicle sales, and deems warranty claims valid even if unavailable parts cause additional vehicle use and mileage.
