Authorizes the New York State Energy Research and Development Authority to develop and operate a temporary middle income home energy assistance program providing supplemental grants to eligible households for home heating fuel.

Defines "middle income" households as those with income not exceeding 165 percent of area median income or the average survival budget for the county (whichever is greater), adjusted for household size.

Suspends sales and use taxes on home heating fuel (including fuel oil, propane, natural gas, electricity, wood, and other fuels) when purchased for residential heating purposes until July 1, 2026.

Appropriates $3,000,000 to the New York State Energy Research and Development Authority from the general fund to support the temporary assistance program.

Takes effect immediately and expires April 1, 2027.
