Establishes a SNAP and cash assistance fraud victims compensation program within the Office of Temporary and Disability Assistance to compensate individuals whose benefits were stolen or fraudulently obtained.

Requires the application process to be available in English and the ten most commonly spoken languages other than English in New York State.

Directs the Inspector General and Attorney General to work with the Commissioner of Temporary and Disability Assistance to determine whether applicants were defrauded or had benefits stolen.

Creates a dedicated fund in the joint custody of the State Comptroller and Commissioner of Temporary and Disability Assistance, funded by appropriations, civil penalties from SNAP program violations, and other contributions.

Appropriates $1,500,000 from the general fund to establish and operate the compensation program, effective immediately upon enactment.
