Creates a Down syndrome awareness program within the Department of Health to provide health care providers with up-to-date and evidence-based information about Down syndrome in written or alternative formats.

Requires the program to include information on physical, developmental, educational, and psychosocial outcomes; life expectancy; clinical course; intellectual and functional development; intervention or treatment options; hotlines; resource centers; and national and local organizations.

Mandates the Commissioner of Health to ensure all provided information is culturally and linguistically appropriate for all recipients.

Requires the Commissioner to meet annually with representatives from the Down syndrome community to keep information current.

Takes effect immediately upon enactment.
