Establishes a statewide "green alert" system to be activated for missing military members who have opted in and suffer from mental illness, post-traumatic stress disorder, or traumatic brain injury.

Designates the state director as statewide coordinator responsible for developing rules, procedures, and directives to implement the alert system in cooperation with the Department of Transportation, the Governor's office, and law enforcement agencies.

Requires law enforcement agencies to notify the division when a missing military member is verified to be a participant, has an unknown location, suffers from qualifying mental health conditions, and poses a credible threat to their own or others' safety.

Mandates the Department of Transportation to establish a plan for disseminating alert information through dynamic message signs and requires participating media outlets to broadcast alerts to help locate missing military members.

Includes privacy protections complying with the Health Insurance Portability and Accountability Act and establishes an opt-out procedure allowing military members to decline participation in the program.
