Proposes an amendment to Section 2 of Article 2 of the New York State Constitution to add religious observance as a valid reason for absentee voting.

Expands existing absentee voting eligibility to include qualified voters unable to appear at polling places due to religious observance, in addition to current reasons of illness or physical disability.

Changes the constitutional language from "or" to "or religious observance" after physical disability to permit this voting accommodation.

Requires referral to the first regular legislative session following the next general election of assembly members, with 3 months of publication prior to such election, per Article 19 of the Constitution.
