Establishes the natural carbon sequestration research program under the New York State College of Agriculture and Life Sciences to develop science-based solutions for carbon sequestration on natural and working lands.

Program shall research and develop technologies and management strategies including soil carbon stabilization, biochar and compost amendments, direct air capture through enhanced weathering, agroforestry, and reforestation.

Requires demonstration of successful technologies at pilot locations throughout New York State and use of the Cornell Cooperative Extension system for knowledge transfer.

Program shall conduct annual reports on research topics including soil carbon sequestration methods, photosynthesis enhancement, carbon measurement and verification technologies, agroforestry and wetland restoration, and total greenhouse gas emission benefits.

Takes effect immediately upon enactment.
