Authorizes the New York State Commissioner of Labor to make grants to eligible YouthBuild programs to provide education, job training, and supportive services to economically disadvantaged youth ages 16-24 who lack high school diplomas.

Requires funded programs to provide integrated education and work experience training (equally divided), including basic skills instruction, vocational training, construction/rehabilitation work experience, and counseling services.

Mandates participants receive a training subsidy, living allowance, or stipend no less than minimum wage for time spent at worksites in construction, health care, information technology, hospitality/culinary, advanced manufacturing, logistics, and retail services.

Limits program participation to 6-24 months full-time with 12 months of follow-up job counseling and assistance post-graduation; requires programs with 28+ trainees to employ a full-time director.

Restricts eligible applicants to not-for-profit or public agencies that are licensed YouthBuild USA affiliates or currently receive federal Department of Labor YouthBuild awards; takes effect one year after enactment.
