Establishes New York state nursing faculty scholarship incentive program awarding 30 scholarships annually starting in the 2025-2026 academic year, with approximately half allocated to master's degree candidates and half to doctoral degree candidates.

Eligibility requires applicants to be registered professional nurses with previous clinical experience, demonstrate academic merit for admission to master's or doctoral nursing programs, and agree to serve as nursing educators or adjunct clinical faculty in New York state approved nursing programs for nine months full-time for each annual award received, with a minimum of 18 months total service.

Awards provide $15,000 annually or a prorated amount based on credit hours enrolled, covering tuition, fees, room and board, supplies, transportation, health insurance, books, child care, and living expense stipend, but not exceeding the recipient's cost of attendance.

Requires recipients to demonstrate at least 25 percent cost-sharing from community agencies, health care providers, or approved nursing programs, and preference given to currently employed nurses attending programs full-time.

Recipients must report annually on service completion and face repayment formulas with interest if they fail to complete required service obligations; death of recipient cancels all financial obligations.
