Provides a 5% premium reduction on bodily injury liability, property damage liability, personal injury protection, medical payments, and collision coverage for non-commercial private passenger automobiles equipped with operating dashboard cameras that comply with commissioner regulations.

Requires insurers to review available dashboard camera images during motor vehicle claim settlements and submit certification of such review to the superintendent; dashboard camera images are considered as evidence but are not dispositive.

Imposes civil penalties equal to one year of premium reduction (or the period reduction was wrongfully granted, whichever is shorter) on insureds who falsely certify dashboard camera installation or operation; insurers may permanently deny future premium reductions to such insureds.

Requires certified inspectors to determine during vehicle safety inspections whether a dashboard camera is installed, complies with commissioner regulations, and is in operating condition; inspectors must note compliance or non-compliance on inspection certificates.

Establishes dashboard camera images as admissible evidence in civil and criminal proceedings to prove the occurrence or event depicted; directs the Commissioner of Motor Vehicles to establish standards for dashboard camera size, location, and use by regulations.
