Authorizes the state board of elections to mandate ranked choice voting for all state elections (general, special, and primaries) beginning in 2025 and thereafter.

Permits local governments to voluntarily adopt ranked choice voting for local elections starting in 2025 by passing a resolution approved at least 180 days before the election.

Establishes ranked choice voting procedures where voters rank candidates in order of preference, with the lowest-polling candidate eliminated each round until one candidate achieves a majority.

Requires voter education campaigns by local governments implementing ranked choice voting to inform voters about ballot design and voting procedures.

Applies ranked choice voting only when three or more candidates are nominated for an office, and exempts elections from other election law provisions only where inconsistent with this article.
