Requires all health insurance policies in New York to cover the HALO breast pap test when recommended by a physician or certified nurse practitioner to detect risk of developing breast cancer.

Applies to individual policies (Insurance Law § 3216), group/blanket policies (§ 3221), and medical expense indemnity corporations and hospital/health service corporations (§ 4303).

Defines HALO breast pap test as a procedure that collects nipple aspirate fluid for cytological evaluation.

Coverage may be subject to annual deductibles and coinsurance consistent with other benefits in the policy, as determined by the superintendent.

Takes effect January 1st following enactment and applies to all policies issued, renewed, modified, altered, or amended on or after that date.
