Amends the Alcoholic Beverage Control Law to allow bed and breakfasts to operate as food and drinking establishments on brewery, farm brewery, farm cidery, distillery, winery, and farm winery licensed premises.

Permits bed and breakfasts to sell beer, cider, wine, liquor, mead, and braggot manufactured by the licensee or labeled products from New York state at retail for consumption on the premises.

Removes the restriction that liquor licenses issued to bed and breakfasts may only permit sale of alcoholic beverages to overnight guests, allowing sales to the general public.

Allows licensed breweries, wineries, and similar producers to apply for additional licenses to sell other types of alcoholic beverages at retail for consumption on the premises at bed and breakfast establishments.

Takes effect immediately upon enactment.
