Requires the New York State Energy Research and Development Authority to prepare a report within 18 months of the bill's effective date and submit it to the governor, senate president, and assembly speaker.

Mandates the report survey all decommissioned or dormant electric generating sites in the state and identify sites expected to be decommissioned or dormant within the next 18 months.

Requires identification of renewable energy development and energy storage opportunities at each site, including assessment of whether each site should be designated as "build ready" with explanations for any sites that should not receive this designation.

Directs the report to assess economic impacts on affected communities from repowering sites with renewable energy and energy storage projects, including effects on local tax base and employment.

Requires an assessment of the impacts on electric system reliability from the proposed renewable energy and storage development at these sites.
