Amends Public Authorities Law by adding Section 354-a to authorize the New York State Thruway Authority to offer discounted tolls for Mario M. Cuomo bridge crossings to residents of Rockland and Westchester counties.

Discount rate set at 60 percent of the regular crossing fare charged to non-residents of Rockland and Westchester counties.

Residents receiving the discount are permanently exempted from paying any surcharges imposed on bridge crossings, up to the amount of surcharges in effect during calendar year 2023.

Discount applications must be submitted to the Thruway Authority in the manner and with information the authority reasonably requires.

Act takes effect immediately upon enactment.
