Prohibits New York public employers from hiring individuals whose primary residence is in a discriminatory jurisdiction, effective upon receipt of the commission's list.

Allows newly hired employees one year to change their primary residence from a discriminatory jurisdiction to a non-discriminatory one, or face immediate termination.

Exempts existing public employees from the hiring restrictions and grandfathers those employed before the initial list takes effect, provided they maintain continuous employment with no breaks exceeding thirty days.

Permits the commission to grant waivers for applicants demonstrating undue hardship, with written determinations required within ninety days and appeals available at the commission's discretion.
