Proposes adding a new section 20 to article 1 of the New York State Constitution establishing access to public information as a fundamental right.

Declares that the right to inspect and copy government records and the right to receive notice of and attend public government meetings shall not be unreasonably restricted.

Designates public information access as a necessary and vital part of democracy and public deliberation.

Requires the proposed amendment to be referred to the first regular legislative session after the next general election of assembly members and published for 3 months before that election, per constitutional procedures.
