Modifies the composition requirements for the Port Authority of New York and New Jersey commissioners by removing the "at least" language before the four New York City resident voter requirement, making it an exact requirement.

Requires one of the six New York commissioners to be a resident voter from Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, or Westchester counties (Hudson Valley region).

Requires one of the six New York commissioners to be a resident voter from Nassau or Suffolk counties (Long Island).

Takes effect upon enactment into law by New Jersey of identical legislation, or immediately if New Jersey has already enacted such legislation.
