Adds "homeless" as a qualifying condition for students to receive tuition assistance program awards without parental income verification, alongside existing categories including orphans, foster children, and wards of the court.

Requires the commissioner of education to establish uniform verification rules and regulations for determining students' homeless status for all tuition assistance awards and loans under the education law.

Mandates that homeless status verification must use the same method as federal student financial aid programs authorized by Title IV of the Higher Education Act of 1965.

Takes effect July 1 following enactment, with authority for regulatory changes to be completed by that date.
