Establishes a New York State Public Sector Employee Loan Forgiveness Program to attract workers to public sector employment through student loan forgiveness awards.

Limits eligibility to graduates of State University of New York (SUNY) or City University of New York (CUNY) who are employed full-time in a state or local public sector position in New York that requires their degree.

Provides awards of up to $5,000 per year for each applicant, with a maximum duration of 10 years and not exceeding the applicant's total remaining student loan debt balance.

Requires applicants to be New York State residents and have outstanding student loan debt from their SUNY or CUNY undergraduate or graduate degree.

Authorizes the corporation to promulgate rules, regulations, and emergency regulations necessary to implement the program.
