Amends election law to allow incarcerated people in state or local correctional facilities to be considered residents of their pre-incarceration address for voter registration and voting purposes.

Repeals provisions that disqualified felons from voting and removes restrictions on voter registration cancellations for incarcerated individuals.

Requires the Department of Corrections to collaborate with state and county election boards to establish a voter registration promotion program including voter information guides and registration clinics held at least every other year, at least 90 days before elections.

Mandates the Department of Corrections provide incarcerated people with voter registration applications, declination forms, and assistance in completing registration forms prior to release.

Effective date contingent upon concurrent enactment of a constitutional amendment authorizing voting by incarcerated people.
