Directs the Department of Environmental Conservation to establish the Lake DeForest Flood Control Pilot Program to regulate water volume and releases from the Lake DeForest reservoir operated by a privately owned waterworks corporation

Authorizes the program to mitigate downstream flooding while maintaining the primary purpose of ensuring sufficient quality drinking water availability

Requires the department to promulgate rules and regulations defining circumstances for using flood control authority, including major weather events, large water inflows, dam safety concerns, seasonal precipitation patterns, and other conditions causing unnecessary flooding

Takes effect December 31, 2024 and automatically expires December 31, 2034
