Requires telephone service contracts at local correctional facilities to be procured under General Municipal Law Article 5-A with emphasis on lowest possible cost to the telephone user.

Prohibits local correctional facilities, counties, and municipalities from accepting revenue or other benefits from telephone service providers.

Mandates sheriffs make available either prepaid calling accounts, collect call systems, or a combination thereof, with providers permitting advance deposit accounts for collect call recipients.

Authorizes the Correctional Services Commission to establish rules and regulations ensuring incarcerated individual phone systems maintain reasonable security measures for facility safety and security.

Takes effect April 1, 2024 and applies to contracts issued, renewed, modified, or amended on or after that date, with existing contracts expiring by March 31, 2024.
