Establishes the New York State Mental Health Nurse Loan Forgiveness Incentive Program to provide student loan forgiveness awards to eligible mental health nurses on a competitive basis.

Requires applicants to have graduated from an approved New York state college or university, carry outstanding student loan debt, and apply within two years of graduation.

Limits eligibility to professional nurses, practical nurses, nurse practitioners, or clinical nurse specialists employed in rural tracts or counties as defined by the Health Resources and Services Administration.

Requires recipients to commit to practicing in state psychiatric hospitals, hospital psychiatric units, addiction treatment centers, behavioral health clinics, or county mental health programs for the duration of the award.

Grants awards within available appropriated funds on a competitive basis, with consideration given to economically disadvantaged applicants.
