Amends General Municipal Law Article 13-BB to expand "adopt-a-municipal park, shoreline or roadway programs" to include lakes.

Authorizes county, city, town, or village governing bodies to enter into adopt-a-lake program agreements with volunteers or groups to reduce and remove litter from municipal lakes and other public lands.

Requires adopt-a-lake program agreements to include provision of services (trash bags, pickup, safety briefings, reflective gear) and installation of signs identifying participating volunteers or groups.

Provides liability protection stating that municipalities and their employees are not liable for damages resulting from volunteer or group actions in these programs.

Takes effect 60 days after becoming law.
