Establishes a temporary task force on the variable supplements fund to examine the exclusion of disability pensioners from the program, which has excluded most disabled firefighters since the program's creation in 1970.

Task force consists of 11 voting members appointed by the governor (2), senate president (2), assembly speaker (2), senate minority leader (1), assembly minority leader (1), NYC mayor (1), and state comptroller (1), with the governor designating the chair and one member representing affected disability retirees.

Grants the task force authority to conduct public hearings, issue subpoenas for witnesses and documents, and recommend legislation related to variable supplements fund eligibility.

Requires the task force to issue a report within one year of the act's effective date containing findings and recommendations regarding disability pensioner eligibility, to be submitted to the governor, comptroller, and relevant legislative committee chairs.

Non-voting members include representatives from the Uniformed Firefighters Association, NYC comptroller's office, and boards of trustees for transit police, housing police, and correction officers' variable supplements funds.
