Requires telehealth services to be reimbursed at the same rate as in-office visits under the Public Health Law, subject to regulations promulgated by the commissioner.

Mandates that insurers reimburse telehealth services covered under comprehensive health policies at the same basis and rate as services delivered in person.

Mandates that health service corporations reimburse telehealth services covered under comprehensive health policies at the same basis and rate as services delivered in person.

Maintains that insurers and corporations may apply the same co-payments, coinsurance, deductibles, and utilization management requirements to telehealth as to in-person services.

Takes effect immediately for Public Health Law provisions; insurance law provisions take effect upon reversion of temporary telehealth provisions under the 2022 law as amended.
