Adds Lyme disease and other tick-borne diseases as occupational diseases under workers' compensation law, with coverage for workers exposed through outdoor activities or animal treatment.

Expands the definition of "disability" under workers' compensation to explicitly include disability caused by Lyme disease and other tick-borne diseases.

Requires all accident and health insurance policies issued in New York to cover all costs for treatment of Lyme disease and other tick-borne diseases, including intravenous and oral antibiotic therapy or other physician-recommended treatments.

Mandates coverage for Lyme disease and tick-borne disease treatment in group or blanket health insurance policies that provide hospital, surgical, or medical coverage.

Requires medical expense indemnity corporations, hospital service corporations, and health service corporations to provide coverage for all treatment costs related to Lyme disease and other tick-borne diseases, effective 120 days after enactment.
