Defines neurofeedback therapy as the use of sensitive instruments to measure electrophysiological processes and report results to assist individuals in controlling these processes, including teaching stress management, relaxation, and related coping skills.

Establishes a State Board of Neurofeedback Therapy composed of seven members appointed by the Board of Regents, with six licensed neurofeedback practitioners and one practicing physician.

Requires neurofeedback therapist licensees to have a master's degree in education or health care-related field plus 50 hours of didactic neurofeedback education, 100 hours of supervised clinical experience, pass written and practical examinations, be at least 21 years old, and pay $250 for initial licensure and $50 annually thereafter.

Allows licensing of neurofeedback technicians with a bachelor's degree in education or health care-related field who must practice under a licensed therapist's direction.

Exempts licensed health care professionals, students, interns in health care programs, and supervised para-professionals from the licensing requirements; prohibits neurofeedback therapists from practicing medicine.
