Expands county-wide shared services panels to include representatives from school districts, boards of cooperative educational services, fire districts, fire protection districts, public library districts, and special improvement districts, making their participation mandatory rather than optional.

Removes the December 31, 2024 sunset provision on county CEO authority to convene panels for revising, updating, or developing new shared services plans.

Establishes the Municipal Efficiency Fund in the State Comptroller's custody to provide matching funds to counties for shared services actions that result in demonstrable property tax savings.

Requires applications for matching funds to be submitted to the Secretary of State, with approval certifications forwarded to the State Comptroller for payment from the Municipal Efficiency Fund.

Changes the Department of State's reporting requirement from one-time (by June 30, 2025) to annual reporting on county-wide shared services plans, including participation data and reasons for non-approval by any county.
