Amends the private housing finance law to add preferences under the affordable home ownership development program for police officers, firefighters, and teachers employed in the applicable region.

Allows homes to be designated for households where the buyer is a police officer, firefighter, or teacher, provided the home is located within the boundaries of the area served by that person's employer.

Defines "police officer" as a currently employed sworn officer of an authorized police department or force of a city, town, or village.

Defines "firefighter" as a person currently employed on a permanent basis as an officer or member of an organized fire department of a city, town, village, or fire district.

Defines "teacher" as a person currently employed in a teaching capacity at an elementary or secondary school in New York who has graduated from an accredited college or university and holds a valid state teaching certificate.
