Creates a temporary state commission of 12 members to study current utilization of paid family leave under Article 9 of the workers' compensation law.

Commission membership includes representatives from organized labor, business community, state legislature, and state officials (Commissioner of Labor, Superintendent of Financial Services, and Chair of the Workers' Compensation Board, who serves as commission chair).

Study must examine demographic data on benefit recipients (gender, race, age, geographic region, employment type), average benefit amounts, length of leave taken, employer experiences, and barriers to access such as lack of awareness or understanding of eligibility.

Commission must submit a report with findings and specific recommendations to increase access for underutilizing demographic groups and remove barriers to paid family leave usage within one year of the act's effective date.

Act takes effect immediately and expires two years after becoming law.
