Authorizes the town boards of Webb (Herkimer County) and Inlet (Hamilton County) to establish a joint police department with jurisdiction over both towns, subject to voter approval in each town and majority vote by both county governing bodies.

Requires joint town boards to meet in joint session to organize the department and establish rules and regulations, including operation start date, with copies of all resolutions and local laws filed with town clerks and notified to both counties and the State of New York.

Mandates local laws establish minimum requirements including: appointment of a chief of police, funding and apportionment procedures through annual joint resolution, titles for police officers and civilian employees, and coordination of all employment determinations between towns, counties, and other entities.

Grants the joint department authority to hold title to property and assume all real and personal property currently held by Webb and Inlet police departments, plus assume all contractual obligations of both existing departments.

Permits either town to discontinue participation by four-fifths vote of its town board, which dissolves the department and requires division of assets between Webb and Inlet.
