Establishes an Affordable Independent Senior Housing Assistance Program under the Private Housing Finance Law, administered jointly by the commissioner of housing and the commissioner of health.

Provides grants to affordable independent senior housing properties (buildings where 80% of residents are over 60 years old with household income not exceeding 60% of area median income) to establish and operate resident assistance programs that promote healthy living and independence.

Defines resident assistance as support services that do not require properties to be licensed as adult care facilities or assisted living residences; Department of Health must consult stakeholders and provide written determinations before approving grants.

Allocates 60% of annual program funds to urban areas and 40% to rural areas as defined in existing housing finance law provisions.

Takes effect immediately upon enactment.
