Prohibits landlords from requiring nonessential services (cable television, internet services, and garage usage) as a condition of leasing a residential dwelling in the primary lease agreement.

Allows landlords to provide nonessential services only with tenant agreement through a separate written or oral agreement that does not affect the primary lease validity.

Voids any lease provision requiring payment for nonessential services as contrary to public policy.

Exempts buildings containing fewer than three dwelling units from these requirements.

Takes effect 90 days after becoming law and applies only to lease agreements signed on or after the effective date.
