Amends section 37(k) of the Public Housing Law to require housing authorities to consult with and obtain approval from affected resident advisory boards before leasing or selling any lands, buildings, structures, or facilities owned or controlled by the authority.

Requires the resident advisory board approval to be evidenced by a letter issued after a majority vote of the board members, as defined by 24 CFR section 903.13.

Makes compliance with federal rules and regulations applicable to property disposition applications a requirement for any lease or sale of housing authority property.

Takes effect immediately upon enactment.
