Permits Anthony Pocchia, a New York state unified court system retiree, and his dependents to apply all creditable service including military service credit to qualify for post-retirement health insurance under the New York state health insurance plan.

Authorizes use of any unused sick time earned by Anthony Pocchia to offset costs of his chosen New York state health insurance plan.

Requires the New York state department of civil service to process Anthony Pocchia's post-retirement health insurance application as if he retired on the date of application receipt.

Takes effect immediately upon enactment.
