Amends Civil Service Law Section 163 to authorize school board members who have served for ten years to purchase state health insurance benefits.

Allows past or retired school board members meeting the ten-year service requirement to be included in the state health insurance plan for employees and retirees.

School boards electing to participate in the plan must pay their proportionate share of plan administration expenses as determined by the president.

School boards become participating employers under the plan through adoption of a resolution by their governing body, following the same procedures as other public entities.

Takes effect immediately upon enactment.
