Removes provisions that prohibited cities with populations of one million or more from adopting or amending local rent regulation laws that are more stringent than state laws.

Allows cities to regulate residential rents, evictions, and housing accommodations without requiring consistency with state emergency housing rent control law or approval from the state division of housing and community renewal.

Maintains exemption for housing accommodations that are not occupied by the tenant as their primary residence, unless the tenant is a domestic violence victim who intends to return to the unit.

Takes effect immediately but remains in force only as long as the public emergency requiring regulation and control of residential rents and evictions continues under state law.
