Allows every county and the city of New York to adopt local laws requiring individuals on probation to pay administrative fees for drug testing services.

Allows every county and the city of New York to adopt local laws requiring individuals on probation to pay administrative fees for electronic monitoring services.

Requires probation departments to determine the amount of administrative fees and to waive all or part of fees when payment would create unreasonable hardship due to the offender's indigence.

Applies to individuals currently serving or sentenced to probation upon conviction of any crime who are required to undergo drug testing or electronic monitoring.
